The FDA “healthy” claim, set on three dials

Pick a food group. The seal shows how much of that group the food must contain and the most added sugars, sodium and saturated fat it may carry to say “healthy”.

Updated definition: final rule 89 FR 106064, in effect since April 28, 2025 (90 FR 10592). Compliance date: February 25, 2028. Until then, a “healthy” claim may also meet the original 1994 criteria instead.

Individual food in the group

Must contain at least 3/4 oz equivalent whole grain

Added sugars≤ 10% DV
Sodium≤ 10% DV
Saturated fat≤ 5% DV

Limits per reference amount customarily consumed (RACC), or per 50 g when the RACC is 50 g or 3 tablespoons or less: 21 CFR 101.65(d)(3)(ii), tables 2 and 3. Other protein foods and oils have their own rows; mixed products, main dishes, meals, and water, tea and coffee have separate criteria in 101.65(d)(3). Dials read 0 to 20% DV.
